More questions than answers: White Paper on Talam bailout should be called Grey Paper – MCA Young Professionals Bureau

MCA HQ, 27 Nov – While Selangor Menteri Besar assumes that tabling the much awaited-for White Paper on the Talam RM1billion bailout would absolve the Pakatan-led state government from further inquiries, the White Paper should be dubbed the "Grey Paper" as it raises more questions than answers.

This was conveyed by MCA Young Professionals Bureau Chairman Datuk Chua Tee Yong at a press conference where he took the Selangor state administration to task for not disclosing full details of their bailout plan of the construction company which was once listed in Bursa Malaysia's PN 17 category.

"This is a Grey Paper where they intent to release an answer and hope the case is closed. If they are so confident, why have a roadshow?" Earlier, Tee Yong had pointed out that "it seems that from the White Paper, they pick what they like."

White Paper doesn't reveal how property valuers were chosen

"They left out the JPPH (Valuation and Property Services Department) valuation on certain assets," said Tee Yong who further inquired as to "why some valuation used JPPH and some used private valuers? How did they select the private valuers? Why no tender on private valuers, unless they were free. Then there is something fishy."

He also inquired as to why Sulaiman & Co and Mitra valuers were appointed and not other property valuation firms like Henry Butcher. "The White Paper is supposed to explain this but it is just a 'Grey Paper.'"

Other questionable aspects of the White Paper were also highlighted by the Member of Parliament for Labis related to why the Selangor state administration selected the valuation which caused the Talam land and assets to be more expensive. "Why were they keen to accept the higher-priced valuation? If you had accepted the lower priced evaluation, what (the amount) you would pay to Talam bankers would be lower," explained Tee Yong and then advised that the Selangor state government "should protect tax payers."

He also admonished the Selangor state government that "they didn't write in the White Paper that they had 'attempted to write to JPPH.' They just said that 'it is our opinion.'" This makes JPPH look unprofessional and is doubting the ability of civil servants."

"Flip-flop Menteri Besar"

Tee Yong also criticized Selangor Menteri Besar for his regular about-turns in the official line regarding the Talam bailout.

"The Menteri Besar always flips-flops. First he said he won't explain. Then he said he won't entertain MCA. Now he says doing roadshow. Tee Yong also added that "the White Paper does not reply the basic issues."

"Practise real CAT"

The Deputy Ministry of Agriculture and Agro-based Industry next urged the Selangor state administration to live up to their CAT motto of competency, accountability and transparency and not to behave as a CAT anti-thesis of "Conceal, Avoid and Talk" only.

To a question as to whether Tee Yong would lodge a report with the Malaysia Anti-Corruption Commission (MACC), he informed that "MACC has announced that they are doing a preliminary investigation."
