He said the government had broken new ground and was on the verge of greater accomplishments.
“However, we are also mindful that we should not declare victory before achieving our goal of becoming a developed country and, as such, will strive to set higher goals for ourselves moving forward,” he said in the foreword of the 2010 Annual Report of the GTP issued by the Prime Minister’s Department.
Najib said the GTP had seen significant success in all the National Key Result Areas (NKRAs), and the significant achievement in the first year of the GTP was that it brought with it the winds of change that swept through the entire government machinery.
“It ignited a new passion and enthusiasm among many civil servants as well as challenged others to realise their full potential and responsibility to the ‘rakyat’ (people),” he said.
The prime minister said many of the targets set under the GTP were ambitious — developed through a collaborative process between the best minds in the government and the private sector.
He said the government had shown that in fulfilling the wishes of the people, the government was committed to doing its utmost to deliver positive outcomes.
“Our results have also been verified by prominent, independent third parties, including credible international experts from reputable organisations.
“Their endorsement and vote of confidence adds further credence to our efforts over the last one year,” he said.
Najib said that while the GTP had its share of sceptics, the ultimate judge of the government’s performance and progress had been the people who mattered the most — the rakyat.
“We trust that this inaugural GTP Annual Report document will serve as a testament of how the Malaysian government is working for the people and driving the many efforts undertaken to transform our society,” he said.
He said that as promised, the GTP and the NKRAs for 2010 had been published in their entirety in the public domain in an unbiased manner.
In ensuring accountability and transparency, the government wishes to share the story in full — the victories, shortcomings, setbacks and lessons learnt — with all stakeholders, he added.
Najib said he was positive that through the GTP roadmap, the NKRAs, the Economic Transformation Programme (ETP), which has at its core the National Key Economic Activities (NKEAs) to drive economic growth and the Strategic Reform Initiatives (SRIs) to enable growth, as well as a host of other initiatives, the government would be on track to achieve the aspirations of Vision 2020.
“The journey forward will undoubtedly be challenging, perhaps even more so than the last one year, but we are up to the task — ready and willing to champion the cause of bringing tangible and positive outcomes to the people.
Najib said the GTP would continue to pinpoint real problems and deliver tangible solutions aimed at transforming the nation and impacting the people, regardless of whom, what and where they were.
“As we make strong strides forward together as a united nation, rest assured that no Malaysian will be left behind,” he said.
The inaugural annual report of the GTP takes stock of all that transpired in Year 1 of Horizon 1 (2010-2012) of the GTP.
It highlights the many successes as well as the shortcomings, the key lessons learnt and the next steps to be taken to get where needed to achieve Vision 2020. — Bernama
