MPPP Engineering Department deputy director A. Rajendran said the project was needed to cope with the estimated 10% to 15% increase in traffic after the second Penang bridge is completed in September next year. He said the project, which also includes the upgrading of the drainage system in the area, was scheduled to start in two weeks and be completed in 2014. "We are drafting the Animal Welfare Bill to protect animals, including strays, and prevent abuse. "Sometimes a dog or a cat that is old, is chased out of the house and abandoned because of the huge medical bills or because the owners are just not interested anymore. "We will work with non-governmental organisations to help raise awareness that owning a pet comes with a big responsibility," he said during the committee stage of the debate on the Animals (Amendment) Bill. During the debate, several MPs had asked what could be done to protect strays and possible incentives to those who rescued them. The previous Bantuan Rakyat 1Malaysia (BR1M) 1.0 initiative saw the Pasukan Khidmat 1Malaysia helping 7,850 applicants apply for BR1M 1.0 with 80% of them being able to receive their RM500 voucher. For BR1M 2.0, Datuk Theng Book led the Pasukan Khidmat 1Malaysia around Bandar Tun Razak in order to reach more applicants. From Nov 5 to 19, the team visited 15 out of the planned 22 locations and registered around 2,500 new applicants.
