Kelantan makes it to the record books for all the wrong reasons

Utusan Malaysia (29 Feb '12) reports that drug abuse cases in Kelantan had soared by more than 100% from 4,255 in 2010 to 9,124 in 2011 is another subject to be added to Kelantan's record of rising statistics in policy failures.

As it was reported that majority of the drug abuse cases involved youths, this is an indictment against the PAS-led state administration as having flopped miserably in carrying out programmes that can create job opportunities for youths, which maybe one of the reasons why Kelantanese youths have turned to drug abuse to give momentary but false escapism away from frustration over joblessness.

In fact, at the Kelantan state assembly sitting on 20 October 2011, the state Human Development, Youth, Sports and Non-governmental Organisation Committee chairman Fatah Mahmood admitted that there was poor response from youths to the various state-organised activities to curb moral decay.

Poverty in Kelantan

Readers are reminded that the 2010 Population and Housing Census of Malaysia recorded that not only was the urbanization rate Kelantan the poorest at 42.4%, this east coast state is also the poorest state in Malaysia with 43,376 Kelantanese living under the poverty line with a monthly income not exceeding RM1,000.

Other records of Kelantan's rising statistics in comparison with other states:

  • Highest number of rape cases against women in 2010 with 97 cases. Could this be linked with the infamous Youtube recording of PAS spiritual advisor cum Menteri Besar Dato' Sri Nik Aziz who exhorted that "women who do not cover their aurat when raped, serves them right.
  • Rape against teenage girls age between 13 to 15 years in the first two weeks of the month of Hari Raya in 2011 climbed compared to the overall statistics for the first eight months of 2011.   
  • Statistics from the Ministry of Health revealed that Kelantan had the highest number of HIV cases for three (3) consecutive years from 2008 to 2010 as the following table would show:

  • In 2010, the ratio of Kelantanese diagnosed with HIV was 28.8 per 100,000 population compared with Kuala Lumpur (18:100,000) and Johor (15.5:100,000). Kelantan's HIV ratio exceeds the national ratio of 12.9 by more than double.
  • During the Kelantan state assembly sitting on 20 October 2011, state Family, Women and Health Committee chairman Wan Ubaidah Omar revealed that in 2009, there were 616 HIV/AIDs cases of which 16% were women. Of this percentage, 40% consisted of housewives. Ubaidah attributed the spread of the diseases due to straying husbands seeking the services of prostitutes and befriending women who were already infected with AIDS.
    • Could the spike in the number of women diagnosed with AIDS be due to Nik Aziz's rape call against women; or
    • Could the state administration's initiative to provide incentives by proposing that gold dinar and dinner be given to Muslim husbands who are polygamous the cause of married men becoming promiscuous?

I urge the Kelantan state government to come up with constructive programmes that can generate job opportunities so that such negative elements as mentioned (which are only a sampling) can be kept at bay or avoided, prevented altogether.
